According to the Official Languages Policy of the Ottawa Hospital , "clients are entitled to receive administrative, nursing, professional and medical services in the official language of their choice." Specifically, communication to patients must be in both official languages in certain areas of the Hospital. These include:

  • Emergency (All campuses)
  • One-of-a-kind services
  • Riverside Campus
  • Heart Institute
  • General Campus

Studies, which are based in these bilingual areas, must have consent forms available in both official languages.

All advertisements, questionnaires, posters, radio ads, etc. should also be available in both official languages. Please refer to the “Bilingualism in Clinical Research: Advertising to Potential Subjects” policy in the ‘Policies and Procedures ' section for further details.

New research studies requiring French translation cannot be approved until the French documentation has been submitted and approved, or confirmation provided to us that the documentation has been submitted for translation (a copy of the email or letter to the translator will suffice).

Upon confirmation of the translation request, approval may be granted for a two-month period to recruit English-speaking patients. Upon receipt and approval of the final French documentation, approval may be extended for the remainder of the year, and recruitment of French speaking patients may begin.

PLEASE NOTE : New patients cannot be recruited into a research study if approval has lapsed .

Consent changes for an approved research study should be submitted in English and French as they must be approved simultaneously.

Bilingualism in Clinical Research: Advertising to Potential Subjects

The Ottawa Hospital is a bilingual institution. Details of its policy statement on bilingualism can be found in the Administrative Policy and Procedure Manual, Official Languages Policy, NO. Adm. 1.25. Access to clinical research should be open to individuals of both official languages. The Research Ethics Board encourages investigators to make studies available to people who speak either official language, and in certain studies may insist on that. Advertising for the purpose of this statement is defined as any material, written, verbal, or electronic, used to inform the public or define sub-population (such as a clinic clientele) about a study, and or to solicit for their participation.

Advertising must take place in both official languages, and must be equitable. Equivalent advertisements must be used in equivalent media, and must be contemporaneous.

Websites set up centrally for multi-centre studies may be exempt form this policy if there is no direct linkage to an Ottawa Hospital website. The underlying principle is that of equivalence in terms of access.
